A spray device is provided that is operable to spray at least one jet of liquid and a dissolving chamber having a chamber floor with at least one aperture is mounted to the storage container. The storage container and the spray device are mounted relative to one another such that the dissolving chamber is wetted with liquid that has been sprayed by the spray device.
