    Abstract: An object of the present disclosure is to enable a three-dimensional model to be created even for a target object which has unevenly spaced inter-point distances and only a part of a point cloud. According to the present disclosure, there are provided an apparatus and a method in which a three-dimensional model of a target object is created from point cloud data in which each point represents three-dimensional coordinates, the three-dimensional model is superimposed on an image in which a target object of the three-dimensional model is photographed, a point cloud data to be added to a point cloud data that constitutes the three-dimensional model is selected by comparing the three-dimensional model with the target object in the image, and the three-dimensional model of the target object is created again using the point cloud data including the point cloud to be added.

    Abstract: There is provided an apparatus for creating a three-dimensional model of an object having a small diameter from point cloud data representing three-dimensional coordinates. The apparatus is configured to cluster points included in the point cloud data, obtain a curve passing through points in a cluster for at least one cluster, extract point clouds disposed on a curve coincident with the curve passing through the points, and create a three-dimensional model of the object by connecting the extracted point clouds.

    Abstract: An object of the present invention is to provide a data processing device, a data processing method, and a program capable of compressing 3D point cloud data while maintaining the accuracy of restored coordinates to the extent that it can be used for a communication facility inspection technique.     Abstract: An object of the present disclosure is to enable superimposition of point cloud data in relative coordinates acquired by a three-dimensional laser scanner on point cloud data in absolute coordinates, even when errors occur in the distance measurement by the three-dimensional laser scanner. The present disclosure is a three-dimensional point cloud coordinate conversion device configured to acquire first and second point cloud data of relative coordinates centered at first and second origins and absolute coordinates of the first and second origins, specify reference points of an object to be measured included in the first and second point cloud data respectively, specify a contact point between circles having distances from the first origin and the second origin to the reference points as their radii, by changing at least either the first distance or the second distance, specify a rotation angle for converting the first and second point cloud data into absolute coordinates on the basis of the three points, i.e., the contact point, the first or second origin, and the reference points of the object to be measured, and rotate the first and second point cloud data.

A data compression device (50) according to the present invention is a data compression device which compresses three-dimensional (3D) point group data indicating 3D coordinates of points on a surface of an outdoor structure acquired using a 3D laser scanner while moving including: a point group deleting part (at least one of 51 and 52) which thins out the 3D point group data according to an arbitrary criterion and calculates scan lines deleted through the thinning-out of the 3D point group data; and an extraction processing part (53) which creates a 3D model from the thinned 3D point group data while skipping the deleted scan lines which are stored.
