To support the mobility of UEs receiving an MBMS service, an RNC transmits, to each of a plurality of cells under its control, an MBMS service availability message including service availability information and resource availability information regarding at least one MBMS service available in the cell. From the MBMS service availability message, a UE determines if a desired MBMS service can be received in a current cell currently or in the future. The UE requests the desired MBMS service or selects another cell capable of providing the MBMS service.

A scheduling command receiver receives a down command for decreasing an allowable data rate of the UE from radio link sets (RLSs) of the non-serving Node Bs. A down command reception counter counts the number of down commands received from each of the RLSs for a predetermined hysteresis period. A down command execution counter counts the number of down commands executed for the hysteresis period. A down command execution decision unit compares the number of received down commands with the number of executed down commands, and determines whether to execute the down command according to the comparison result.

Disclosed is a mobile telecommunication system in which packet data is transmitted over an uplink, and particularly a method and an apparatus for transmitting control information from a UE to a Node B. By multiplexing, several upper layer data units and MAC layer control information are included in a packet which the UE transmits during one transmission period in the uplink. A header of the packet accommodates multiplexing information, and thus the Node B uses the multiplexing information for demultiplexing upper layer data units from the packet. When the packet accommodates only the MAC layer control information, the UE does not insert the header into the packet, thereby reducing the packet size. The Node B then determines whether the packet includes only the control information or the upper layer data units together with the header.

The UE uses a non-scaled down cell reselection time limit in a non-high-speed UE state, and a scaled-down cell reselection time limit in the high-speed UE state. Thus, the UE reselects to a non-serving cell having the highest ranking continuously for the cell reselection time limit.

The method involves the steps of determining at least one preferred frequency of the MBMS service when a session of the MBMS service starts, generating the preferred frequency information representing said at least one preferred frequency, and transmitting the preferred frequency information to at least one serving radio network controller for managing communication of user equipments intended to receive the MBMS service.
