Abstract: The present disclosure presents a method and apparatus for controlling an uplink (UL) rate of one or more use equipments (UEs) served by a base station. For example, the method may include obtaining one or more measurements of a plurality of signals from a sub-set of the one or more UEs served by the base station over a period of time. Furthermore, such an example method may include comparing the measurements to one or more respective target values to generate a power activity indicator (PAI) metric and comparing the measurements to one or more respective target values to generate a power activity indicator (PAI) metric. As such, the uplink interference in heterogeneous networks may be controlled.
