The method generally includes transmitting an indication of a capability of the UE to connect to a network via both terrestrial network (TN) cells and non-terrestrial network (NTN) cells and transmitting one or more data collection reports in accordance with the indicated capability.

Abstract: Aspects described herein relate to receiving, from a network node, a list of supported models or model structures (MS) identifiers (IDs) per machine learning function name (MLFN) or machine learning feature (MLF) at the network node, updating a capability at the UE to an updated capability based on the list of supported models or MS IDs per MLFN or MLF at the network node, and downloading, at the UE and from a model repository, one or more models or MSs per MLFN or MLF based on the updated capability and available resources at the UE. Other aspects relate to transmitting the list of supported models or MS IDs and configuring use of a model or MS ID for a particular MLFN or MLF.

Abstract: Methods, systems, and devices for wireless communications are described. A server (e.g., a network entity, a model repository) may select user equipment (UEs) to participate in a federated learning procedure for training a predictive model. Based on selecting the UEs, the server may determine a set of training parameters for a training configuration for the federated learning procedure. The server may transmit an indication of the training configuration to the UEs. The server may activate the federated learning procedure by transmitting an activation indication to the UEs. Each UE may locally train the predictive model according to the training configuration, and may report the model parameters to the server. The server may aggregate the reported model parameters into an updated model parameter set. The server may assign an updated parameter set identifier (PS ID) to the updated model parameter set and may inform the UEs of the updated PS ID.

Abstract: Methods, systems, and devices for wireless communications are described. In some examples, a user equipment (UE) may support dual connectivity. That is, the UE may establish communications with a master node and a secondary node of a wireless communications network. The master node may correspond to a master cell group (MCG) and the secondary node may correspond to a secondary cell group (SCG). In some examples, as described herein, the UE operating in dual connectivity may collect data for optimization of the wireless communications network or upon detecting a failure associated with the master cell group or the SCG and transmit the collected data to a network entity (e.g., one of the master node or the secondary node), where the collected data is based on the SCG being in a deactivated state. In some examples, upon receiving the collected data, the network entity may attempt to recover from the failure.

Abstract: A method of wireless communication performed by a user equipment (UE) includes receiving one or more configuration messages indicating configuration of the UE with a first component carrier (CC) and at least a second CC for a first subscription corresponding to a first subscriber identity module (SIM) of the UE. The method further includes performing one or more operations associated with a second subscription corresponding to a second SIM of the UE during a time interval. During the time interval, communication by the first subscription using the second CC is avoided based on a first throughput associated with the first CC exceeding a second throughput associated with the second CC.

Abstract: Methods, systems, and devices for wireless communications are described to support monitoring for paging messages from a base station (e.g., a cellular network node) using a greater periodicity than a discontinuous reception (DRX) cycle periodicity. A UE may monitor for and receive paging messages from a network node using a first subscription registered with a first radio access technology (RAT) while operating in DRX mode for a second RAT associated with the base station. The UE may identify a first periodicity for monitoring for paging messages from the base station that is greater than the DRX periodicity. The UE may have a second subscription that may be registered with a second base station. The UE may perform a tuneaway procedure from the second base station and monitor for paging messages from the base station according to the first periodicity.

Abstract: Methods, systems, and devices for wireless communications are described. Some wireless communications system may utilize an inter-system information report message (e.g., a self-organizing network (SON) information report message) to support inter-system mobility load balancing (MLB). For example, a first node, operating in accordance with a first radio access technology (RAT), may receive an information report message from a second node operating in accordance with a second RAT. The information report message may include a periodic load reporting request information element (IE) or an event-triggered load reporting request IE. In response, the first node may determine a traffic load based on the load reporting request and transmit, to the second node, an information report message which includes one or more IEs for reporting the determined traffic load. The exchange of the load information via the IEs may enable for MLB between nodes of different RAT.

Abstract: Methods, systems, and devices for wireless communication are described. A beamformer may determine a parameter value for each of multiple beamformees and compare each of the determined parameter values to a stationary metric to identify a first subset of the beamformee devices that satisfy the stationary metric and a second subset of the beamformee devices that fail to satisfy the stationary metric. The beamformer may determine not to perform a sounding procedure with each beamformee device in the first subset and to perform the sounding procedure with each beamformee device in the second subset. The beamformer may generate a targeted sounding announcement that includes a plurality of identifiers that respectively correspond to each beamformee device in the second subset and transmit the targeted sounding announcement to initiate the sounding procedure with each beamformee device in the second subset.
