    摘要: The present disclosure relates to: a communication technique for merging IoT technology with a 5G communication system for supporting a higher data rate than a beyond 4G system; and a system therefor. The present disclosure can be applied to intelligent services (for example, smart homes, smart buildings, smart cities, smart cars or connected cars, healthcare, digital education, small businesses, security- and safety-related services, and the like) on the basis of 5G communication technology and IoT-related technology. A controller node is disclosed. The controller node comprises: a processor for generating a network element (NE) list on the basis of time zone information and threshold information obtained from a database (DB) node; and a communication interface for receiving a configuration information request message from a network element corresponding to the network element list and transmitting a configuration information response message to the network element in response to the configuration information request message.
