The load break tool includes a main housing; a sleeve having a first end and a second end coaxially mounted in the main housing; a clip assembly connected to the main housing for engaging a pull ring of a circuit isolating device; a hub mount connected to the first end of the sleeve; and a hub rotatably mounted to the hub mount, the hub being biased toward a home position such that the hub returns to the home position when an external force is released.
