Abstract: A touch organic light-emitting diode display device including an organic light-emitting diode display, a touch panel, and a linear polarizing layer is provided. The touch panel is disposed on the organic light-emitting diode display, and the touch panel includes a substrate, a driving electrode, a sensing electrode, and a dielectric layer. The driving electrode is adapted to transmit a driving signal, and the sensing electrode is adapted to receive a sensing signal. The driving electrode and the sensing electrode are disposed to be insulated from each other, and the dielectric layer is connected to at least one of the driving electrode and the sensing electrode. The dielectric layer has a one-quarter wavelength phase delay amount, and the dielectric layer is formed by coating. The linear polarizing layer is disposed at one side of the touch panel away from the organic light-emitting diode display. Besides, a touch device is also provided.
