An aperture along the base of the reservoir communicates cleaning solution through the cleaning element to develop lather while the cleaning element is rotated by the electric motor and drive means. The aperture opening is controlled by a rotational slide gate means at the base of the reservoir. In use, the cleaning element is placed in contact with a surface to physically remove built-up dirt and debris, while the soap further breaks down tougher grime and grease.
