    THE CHLOROFORMATE IS THEN CONTACTED WITH AN ORGANIC, TERTIRARY AMINE HAVING A PK VALUE BELOW ABOUT 5 TO EFFECT DECARBOXYLATION AND DEHYDROCHLORINATION OF THE CHLOROFORMATE AND PRODUCTION OF AN ETHYLENICALLY-UNSATURATED CYCLIC NITRILE CARBONATE COMPOUND SUCH AS ETHENE NITRILE CARBONATE, SHOWN ABOVE.
