The dispersion-compensating fiber has a first core region with a refractive index of n1, a second core region surrounding the first core region with a n2 (n1>n2), a third core region surrounding the second core region with a n3 (n2 n4). With reference to n4, the first core region has a relative refractive-index difference of 2.0% to 3.3%, the second core region of −1.5% to −0.2%, and the third core region of 0.2% to 0.5%.

As ambient water within a protective conduit freezes, the water expands, applying a force on the fiber optic cable within the conduit. The compressible layer absorbs the expansion of the freezing water by compressing, therefore minimizing displacement of the fiber optic core and resulting signal degradation.

Methods for producing the optical fiber article are also disclosed, as well as methods for providing a preform for drawing such an optical fiber article.
