    Abstract: A method, device and system for user device mobility management is disclosed. When no user data is to be sent and radio resources control (RRL) link is maintained, a user device shall lessen communication with networks to save power, which may result in that the source base station can not detect in time the register of the user device in other cell as a result of the movement of the user device or cell reelection. In this case, the user device shall send a up-link message to enable the target base station to detect the presence of the user device, and then the target base station initiate information exchange with the source base station for implementing of hand over. In this manner, signal communication between the user device and network would lessen rationally and power would be saved on the user device. Additionally, the user device can transmit up-link data when needed. Therefore, this invention can assure normal ability for communication and power saving in user device at the same time.
