In some embodiments, a cellular communications system having an architecture in which SGW user plane functionality is separated from SGW control plane functionality comprises a Serving Gateway Control plane entity (SGW-C) partitioned into a plurality of virtual SGW-Cs that correspond to a respective plurality of SGW User Plane (SGW-UP) service areas. The cellular communications system further comprises a plurality of SGW-UP pools each comprising one or more SGW User entities (SGW-Us), wherein each SGW-UP pool serves a respective one of the plurality of SGW-UP service areas. In this manner, the coordination problem between Tracking Areas (TAs) and the SGW-UP service areas is avoided.

Methods and computing systems for dynamic MSISDN association are described. A network device receives a location update message from a mobile network switch. The location update message indicates that a mobile device is registered with the mobile network switch. The location update message includes an international mobile subscriber identity (IMSI) associated with the mobile device. The network device determines, based at least on the IMSI, a plurality of MSISDNs associated with the mobile device, including a first MSISDN that is enabled for calling and a second MSISDN that is not enabled for calling. The network device transmits, in response to the location update message, subscriber data to a database associated with the mobile network switch, which associates the IMSI with the first MSISDN.

Methods and apparatuses for providing support for location and emergency calls for an over-the-top (OTT) service provider (SP) are disclosed. An access network node receives a first message from a UE, determines a location reference for the UE, and sends a second message including the location reference to the UE. The access network node may determine the location reference itself on behalf of a location server or may request the location server to assign and return the location reference. The access network node may serve as a proxy and avoid interaction between the UE and the location server. The location server may later receive a location request for the UE from a network entity wherein the location request includes the location reference. The location server may locate the UE using the location reference and return the UE location to the network entity.
