The minimum set of network transceiver entities to be set active is determined based on the network constraint to enable all currently registered user terminals to be connected to at least one active network transceiver entity, respectively. Additionally, each of the following conditions is taken in account: minimizing the number of active network transceiver entities; minimizing frequently occurring activation/deactivation of network transceiver entities; minimizing frequently occurring hand-over between network transceiver entities.
