Abstract: The device of the present invention includes a radiation generator (23) capable of emitting photons to a target area (25), a power supply (39) and a fuel transporter (4) fluidly connected to the target area (25). Fuel is introduced into the target area (25) via the fuel transporter (4) to inlet nipple (16). In the target area, preferably a reservoir (25), the fuel passes over the radiation generator (23), which may be a non-pressurized ultraviolet element. Alternate embodiments of the radiation generator may include a laser. The invention also includes a process for ionizing a target, such as a fuel for combustion, by irradiating the fuel with photons at an effective distance and an effective wavelength not less than about 1 x 10 Hz.
