In the present invention, a filter computation unit (254) performs a filter computation using a coefficient set and image data of a tap constructed with respect to a filter processed pixel of an image generated by decoding processing. A filter control unit (259) distinguishes between tap positions within a block, and when the tap position is a position within a predetermined range from a block boundary, coefficient set alteration or image data replacement of the tap within the predetermined range is performed in a manner so as to perform filter computation without using image data within the predetermined range. It is possible to decrease the memory capacity of line memory used in loop filter processing.

Disclosed is a ring-like elastic belt (104) having a longitudinal direction and a lateral direction comprising: a pair of side seams which join the lateral edges of the front belt (106) and the back belt (108) such that the front fold over (162FO) and the back fold over (162FO) cooperatively define a distal edge of the ring-like elastic belt (104), the side seam made by a hot air bond which at least partially melts material of the elastic laminate, the side seam having continuity of the melted material along the substantial entirety of its longitudinal dimension; wherein the side seam has a Belt Minimum Peel Strength of at least about 6N/25mm, a Belt Maximum Peel Strength of no more than 18N/25mm, and a Top Bottom Difference of no more than 15%, according to the measurements herein. Also disclosed is a method of manufacturing a ring-like elastic belt (104) comprising the steps of: intermittently seaming an assembly of substrates by compressing a melted portion between an outer circumferential surface (370) of an anvil roll (368) and a pressing member (380); wherein the outer circumferential surface of the anvil roll comprises a grooved region (370G) and a flat region (370F) wherein the continuous fold over (466FO) region is configured to meet the grooved region (370G) of the anvil roll upon compression. A folding system (10) is provided for folding at least one wing extending from a central chassis of each of a plurality of absorbent articles formed from a continuous moving web moving in a longitudinal direction. The folding system has a wing-folding conveyor (42) and at least one elongated, folding plow (44) , which has an entrance end, an exit end and an inner edge that define a twist axis. The folding plow has a contoured surface having a configuration defined by a twist angle that increases along the twist axis from zero degrees near the entrance end to 180 degrees near the exit end. The wing-folding conveyor moves the central chassis along the inner edge of the folding plow and the wing slides against the contoured surface from the entrance end to the exit end, such that the wing folds around the central chassis near the inner edge.
