Abstract: The present invention discloses a method of processing location update request, and network entity, and service network congestion control method and apparatus. The method of processing location update request comprises: receiving the location update request initiated by a user terminal; detecting the congestion state of current link, and starting stream control according to the link congestion state. If the location update request is stream controlled, the location update for the user terminal is non-allowable. When the user terminal is determined that it satisfied the preset rule, returning a location update accepting message to the user terminal. The network entity of the present invention comprises: receiving unit and detecting unit and determining unit and returning unit. The service network congestion control method comprises: apperceiving link congestion state during the service message interactive procedure between the current side device and the other side device; starting or closing the stream control according to the link congestion state; in the starting procedure of the stream control, discarding the first message of service starting transmitted to the other side device. The present invention also provides a service network congestion control apparatus.
