The present invention relates to a media transmission system wherein a server selects an image frame having an image number nearest to play position information and a high compression ratio, and transmits the image frame to a user terminal when the user terminal transmits desired play position information to the server while media data streaming is being performed from the server to the user terminal, thereby moving to the scene desired by a user and playing the scene in a simple manner. The present invention also relates to a method for same. The media transmission system according to the present invention includes: a user terminal for receiving, from a user, desired position information for the media data being streamed and played, transmitting the position information, and receiving the image stream matched to the position information and playing the image stream; and a media server for searching the image stream having a high compression ratio among the image streams nearest to the position information, and streaming the searched image stream to the user terminal when the position information is received from the user terminal after streaming media data to the user terminal. The present invention provides a user with more random access points so that the user may select and view the desired scene while viewing a motion picture, prevents the degradation of the compression ratio by providing more random access points, and enables a user to easily change and view the desired scene while viewing media content.

The present invention relates to a system for measuring a transmission bandwidth that calculates a transmission bandwidth not by transmitting a measurement packet to the receiving side, but rather by using a transmission packet to be transmitted to a receiving side, and streams multimedia data to the receiving side by using the transmission bandwidth, in a service for streaming multimedia data on a real-time basis, and to a method for same. The system for measuring a transmission bandwidth according to the present invention, includes: a server for transmitting packets of multimedia data to a receiving apparatus, receiving received time information on the reception of packets from the receiving apparatus, calculating a transmission bandwidth from the received time information, and streaming the multimedia data to the receiving apparatus in accordance with the calculated transmission bandwidth; and a receiving apparatus for receiving packets of the multimedia data from the server, recording received time information for each of received packets, and transmitting the received time information to the server by a predetermined cycle. According to the present invention, transmission bandwidth can be measured not by using a measurement packet, but rather by using data to be actually transmitted. Moreover, additional occupation of the transmission bandwidth due to a measurement packet can be prevented, and multimedia data streaming suited to a transmission bandwidth can be efficiently performed. Further, streaming of media suiting to a transmission bandwidth meets QoS (Quality of Service) requirements.

The present invention relates to a system and to a method for transmitting pictures, wherein a server: receives information for estimating a transmission rate, or transmission rate information estimated by the terminal, and buffer state information from a terminal; determines a transmission rate (SR) and a picture bit rate (BR) for streaming media data on the basis of the transmission rate information and the buffer state information received from the terminal; and performs a media data streaming process at the determined transmission rate (SR) and picture bit rate (BR) in a real-time motion picture data streaming service. The picture transmission system of the present invention comprises: a server which receives transmission speed information and buffer state information from a user terminal, determines a transmission rate (SR) and a picture bit rate (BR) on the basis of the received transmission rate information and buffer state information, and performs a media data streaming process at the determined transmission rate (SR) and picture bit rate (BR); and the user terminal which transmits the transmission rate information and buffer state information to the server, and receives streamed media data at the determined transmission rate (SR) and picture bit rate (BR) from the server. The present invention can transmit media pictures in a manner appropriate for the transmission bandwidth of a mobile radio network and the buffer state of the receiving terminal. Further, the present invention provides a video-streaming service adaptive to a mobile radio network. In addition, the present invention enables a continuous reproduction of video pictures in the receiving terminal in a real-time video picture streaming.

The present invention relates to an apparatus and to a method for motion estimation-based encoding/decoding, which estimate a motion and perform an encoding operation based on a photo core transform and a photo overlap transform in a motion picture encoding process, and perform a motion compensation and a decoding operation in a motion picture decoding process, thereby removing the temporal and spatial redundancy of the motion picture. The image processing system according to the present invention comprises: an image encoding apparatus which transforms the input image based on a motion estimation through a photo core transform and a photo overlap transform, encodes the image by a variable length coding technique, and outputs a bit stream; and an image decoding apparatus which performs a motion compensation and a decoding operation on the bit stream received from the image encoding apparatus. The present invention enables a video reproduction or compression through a video codec of a low complexity even in a low performance mobile device, and prolongs the useful life of a battery.

The present invention relates to a rich media service method and system using media streaming, which has a function of reproducing on a server rich media composed of a combination of texts, audio, images and video, receives resolution information from a user device, produces streaming data out of the rich media by modifying the size of an image and the frame rate suitable for the resolution of the user device, and then streams the produced data to the user device. In the rich media service using media streaming according to the present invention, a user device transmits device information including resolution, size of an image, frame rate and user input method to request a rich media service; while a rich media service server modifies the resolution, the size of an image, the frame rate and the like to be suitable for the device information, on the basis of the device information having been transmitted from the user device, for the rich media to be provided to the user device and then encodes the modified rich media into streaming data to be streamed to the user device by way of streaming. According to the present invention, the service provider can provide an interactive rich media service without having to develop a rich media application for different terminals respectively, upgrade the rich media service, and support the bug path without installing a new application on the terminal. As a result, the service provider can easily provide the rich media service to many diverse terminals, and a user can receive the rich media service, regardless of the performance of his terminal.

The present invention relates to a transmitting/receiving system and a transmitting/receiving method for multi-view video. The transmitting/receiving system for multi-view video according to the present invention includes a communication terminal and a multi-view video transmission system. The communication terminal transmits a motion picture request message containing relevant time information to the multi-view video transmission system and receives an improved layer bitstream of the relevant time, when the output of a motion picture for another time is requested through a communication network while the motion picture of the basic layer received through a broadcast network is being decoded and output. The multi-view video transmission system encodes the basic motion picture among the motion pictures taken by a plurality of photographing means to a basic layer, provides the basic motion picture to the communication terminal through the broadcast network, encodes the motion picture of another time to the improved layer bitstream using encoding information of the basic layer, and selects the improved layer bitstream of the relevant time and provides the selected bitstream to the communication terminal through the communication network, when the motion picture request message is received from the communication terminal. Thereby, the present invention transmits additional motion picture information through a communication network to enable a user to view the motion picture of the time desired by the user, in the event that the user wants to view the motion picture of another time while viewing a motion picture via a broadcast network.

The present invention relates to a high speed scalable video coding device and method using a multi-track video, and the scalable video encoding device comprises: a video array unit for arraying a multi-track video into a plurality of layers according to a set standard; a bit stream analyzing unit for analyzing each layer of a bit stream and extracting encoding information including an encoding mode and prediction information; a layer for carrying out scalable video encoding; and a scalable video coding (SVC) encoding unit for determining the encoding mode using the encoding information of an upper or a lower layer of a layer carrying out the scalable video encoding, and for encoding in the determined encoding mode. The scalable video encoding device and method of the present invention enhance the speed of encoding a multi-track video into a scalable video by using the encoding information of a standard multi-track video.

The present invention relates an adaptive video transcoding method and system, the method and the system for considering an available network bandwidth, a characteristic of a video, and a calculated load of a server, and adaptively controlling an encoding option of a transcoder, when carrying out a video transcoding such as a decoding of a video and video editing, and an encoding process, so as to enable a transcoding of a maximum number of videos in a limited environment. The adaptive video transcoding system according to the present invention comprises: a video transcoding device for calculating a minimum required compression rate required by a measured streamable bandwidth, selecting, as a transcoding encoding option, each of encoding options making up an encoding option combination with the lowest CPU usage rate of when at least one encoding option, from an encoding option combination having a greater compression rate of when at least one encoding option is combined and encoded, than the minimum required compression rate, is combined and encoded, and using the selected transcoding encoding option to transcode and transmit the video contents to a user terminal; and a user terminal for receiving and displaying the video contents transcoded according to the transcoding encoding option from the video transcoding device.
