Abstract: A personal hygiene wet and dry wipe dispenser and waste receptacle includes a lower compartment for storing waste receptacle having an opening in upper surface, a mounting plate integral with the lower compartment, the mounting plate having mounting elements thereon, a finishing element and an upper compartment for storing a plurality of wipes. The upper compartment has an upper surface having at least two apertures therein. Each of the apertures is configured for dispensing wipes therethrough. The upper compartment is removed from the mounting plate by disengaging the upper compartment from the mounting plate to place wipes in the upper compartment.
