One example method is applied to a terminal device, and the method includes obtaining first data and a quality of service (QoS) parameter corresponding to the first data, where the QoS parameter includes at least one of reliability information, latency information, communication distance information, data rate information, or service type information, and sending an identifier to a network device, where the identifier corresponds to the QoS parameter.
