At that time, since the suspension to be treated (8) is cooled, a significant temperature difference occurs between the internal part and surface of suspended particles and between the surface of suspended particles and the suspension to be treated at the laser beam irradiation zone (2a), so that conversion to nanoparticles at high efficiency can be realized.
