Provided is a water-resistant/oil-resistant agent for paper that exhibits little foam formation and excellent product stability. The water-resistant/oil-resistant agent for paper comprises: (I) (a) a fluorine-containing monomer that has a fluoroalkyl group and that is represented by general formula (1) (General formula (1): CH 2 =C(-X)-C(=O)-Y-Z-Rf [In the formula, X is a hydrogen atom, a linear or branched alkyl group having 1-21 carbon atoms, a fluorine atom, a chlorine atom, a bromine atom, an iodine atom, or the like. Y is -O- or -NH-. Z is an aliphatic group having 1-10 carbon atoms, an aromatic group having 6-10 carbon atoms, a cycloaliphatic group, or the like. Rf is a linear or branched fluoroalkyl group having 1-6 carbon atoms.]) and (b) a fluorine-containing copolymer that includes, as a necessary component, a repeating unit derived from a (meth)acrylate monomer containing no fluorine atoms; and (II) a polypropylene glycol compound.

Disclosed is a fluorine-containing polymer prepared by polymerizing: (I) a polyfluoroalkyl group-containing (meth)acrylate, in the presence of: (II) an isocyanate compound blocked with a pyrazole compound or a malonate ester. A water- and oil-repellent composition containing the fluorine-containing polymer can impart the excellent water- and oil-repellency, and excellent durability thereof to substrates.

A composition that includes at least one crosslinkable monomer; at least one hydrophobic monomer; and at least one dielectric constant enhancing agent selected from dielectric enhancing monomers, ferroelectric particulates, and electroactive polymers. Coatings including the polymer of compositions, and articles including electrically isolating layers are also disclosed.

A resin composition which comprises (A) a thermoplastic resin and (B) a fluoropolymer comprising structural units derived from an acrylate ester_represented by the general formula (I): [wherein X is hydrogen, methyl, fluoro, chloro, bromo, iodo, CFX 1 X 2 (wherein X 1 and X 2 are each hydrogen, fluoro, chloro, bromo, or iodo), cyano, straight-chain or branched fluoroalkyl having 1 to 21 carbon atoms, substituted or unsubstituted benzyl, or substituted or unsubstituted phenyl; Y is an aliphatic group having 1 to 10 carbon atoms or the like; and Rf is a straight-chain or branched fluoroalkyl or fluoroalkenyl group having 1 to 6 carbon atoms]. The composition can give moldings excellent in water repellency and oil repellency.

To provide a process for efficiently producing a fluorine type antifouling composition employing a short chain R f group, which can be made in the form of an aqueous dispersion containing substantially no volatile organic solvent and has a good soil release property (SR property). A process for producing an antifouling composition, which comprises a step of subjecting monomer components (Z) comprising from 30 to 80 mass% of a monomer (a) having a polyfluoroalkyl group in which the number of carbon atoms to which fluorine atoms are bonded is from 4 to 6, and from 20 to 70 mass% of a monomer (b) having no polyfluoroalkyl group and having a hydrophilic group, to solution polymerization in a volatile organic solvent having a boiling point of at most 100°C in the presence of a surfactant (c) comprising an ethylene oxide adduct of 2,4,7,9-tetramethyl-5-decyne-4,7-diol to form a fluorocopolymer (A), and a step of volatilizing the volatile organic solvent after the solution polymerization and adding an aqueous medium to form an aqueous dispersion.

To provide a liquid repellent composition which is excellent in liquid repellency and durability and an article having a liquid repelling film. A liquid repellent composition comprising a copolymer (I) and a copolymer (II), characterized in that the copolymer (I) containing from 65 to 95 mass% of a polymerized unit (a) (referred to as "[a 1 ]") and from 1 to 30 mass% of a polymerized unit (b); and the copolymer (II) containing from 25 to 80 mass% of a polymerized unit (a) (referred to as "[a 2 ]") and from 1 to 50 mass% of a polymerized unit (c) are contained in an amount of the copolymer (I)/the copolymer (II)=10/90 to 95/5 (mass ratio), and [a 1 ]-[a 2 ]‰§10 (mass%).

A fluoropolymer obtained from (1) a fluoroalkylated monomer and (2) a silicon compound monomer used in an amount of 2.0 to 6.0 wt.% based on the polymer. When applied to a masonry, the fluoropolymer imparts to the masonry excellent water-and-oil repellency and unsusceptibility to fouling.
