A system for managing resources such as buffers and bandwidth which are allocated to competing entities (100, 102, 104) through two or more levels (LEVEL 0...LEVEL N) in a telecommunications network is disclosed. The system provides a tool to allocate resources for use by individual entities. Each entity may be assigned a Minimum-Guaranteed variable (302) and a Maximum-Allowed variable (306). When an entity requests resources the system determines if the entity is using its respective minimum guaranteed resource allocation which is specified by the Minimum-Guaranteed variable (302). If the entity is not using its respective minimum guaranteed resource allocation, the system allocates a resource unit to the requesting entity (304). The system also allows a requesting entity to use additional resource units above the resource allocation specified by the Minimum-Guaranteed variable, provided such resource units are available. If the entity has reached its respective minimum guaranteed resource allocation, but has not reached the respective maximum allowed resource allocation specified by the Maximum-Allowed variable (306) and no intervening level is using its respective maximum allowed resource allocation (312), then a resource unit is allocated to the requesting entity.

Short-cell multiplex for transmitting short data (basically, data of 48 bytes, but data of 48 bytes are also transmittable) generally shorter than the payload of a standard ATM cell through an ATM network. A standard ATM cell generating device (1) converts various forms of input information into short cells, efficiently transfers the short cells to a standard ATM cell in view of the length of the information into consideration, and outputs the standard ATM cell to a B-ISDN network (7). A standard ATM cell disintegrating device (2) disintegrates the standard ATM cell generated by the device (1) and inputted through the network (7) into short cells, converts the short cells into the original various forms of input information, and outputs the information through transmission lines. The short-cell ATM multiplex causes less delay, enhances the efficiency of transmission lines, and has a high compatibility with the standard ATM system.

In an ATM network a flexible AAL1 processor is connected to a similar AAL1 processor by a virtual circuit. This virtual circuit has nx64kb/s capacity wherein each 64kb/s channel or a Px64kb/s subset of the capacity can be used for a separate call. The virtual circuit behaves similarly to trunk groups within present day digital networks and it is therefore termed a Virtual Trunk Group. Many Virtual Trunk Groups can be connected between the same two endpoints and contained within a virtual path thus forming a Virtual Route. The network is provided with a mechanism which allows the nx64kb/s capacity to be changed by a managed process which ensures that established calls are not affected by the change of capacity. This change of capacity is performed in such a way that the clock systems of the two AAL1 processors are able to behave in the normal manner for synchronised or plesiochronous switching networks without incurring additional frame slips in the AAL1 data stream. Frame slips due to the behaviour of the clock systems are still processed in the normal manner.

The system includes Local Area Networks (LANs) (12), each comprising a plurality of user terminals (15). The system further comprises at least one network switch (22), and at least one digital subscriber line (xDSL) multiplexor and access router (120), each connected between a corresponding LAN and the network switch. Thus, each user communicates directly with its default router obviating the requirement of communicating via the network switch to the default IP edge routers (126). Further, where Quality of Service is required, the xDSL access router serves as the default router for the Web server. XDSL access router helps to reduce the processing load on the Internet edge routers.

The present invention further comprises a corresponding device and a corresponding method for receiving such data in an SDH or PDH transmission system. The invention enables the use of existing and pending AAL2 standards by avoiding transmission band width losses associated with the use of ATM cells.

A type of switching fabric for exchanging variable-size frames of digital information between frame processors coupled directly or indirectly to one or more digital communication lines. It comprises one or more multi-line serial communication controllers (MSCCs), and a backplane providing a full mesh of serial point-to-point bi-directional links between each MSCC, and, in a loopback, from each MSCC back to itself. The MSCCs collectively manage the transfer of variable-size frames between the frame processors. To transfer digital information from a source line to a destination line, a frame processor coupled to the ingress line drives the switching fabric by signaling its MSCC that there is information. The ingress MSCC then switches the digital information through the backplane to the MSCC serving the frame processor coupled to the egress line. The switching fabric uses a clocking scheme that makes possible high throughput rates.

If the voice data signals are to be compressed, the packetizing means comprises an encoder of a suitable voice codec, e.g. ADPCM, GSM, LD-CELP or CS-ACELP. The voice encoders may also include means for silence removal. The packetizing means further comprises a packetizer, either separated from the voice encoder, or as a part thereof. The packet releases from the packetizing means are synchronized to occur virtually simultaneously. In this way, the released packets from the packetizing means arrive almost simultaneously at the AAL2 MUX, with the result that an ATM cell may be filled with AAL2 packets well before the expiration of the timer Timer-CU of the AAL2 MUX.
