An exhaust emission control catalyst structure for promoting the contact between a gas to be treated and a catalyst by disturbing an exhaust gas flow inside a gas flow passage, and being suitable for obtaining a high-efficient and compact exhaust gas treating apparatus, comprising a plurality of catalyst elements supporting catalyst components on the surface thereof, formed by alternately forming flat sheet portions and step portions so that a flat sheet portion and a step portion form an angle falling within a specific range, and laminated with one another in a frame body. The catalyst element is formed by laminating a large number of metal, ceramics or glass net-like members having a large number of through-holes penetrating through both surfaces. The exhaust emission control catalyst structure is such that dust is hardly deposited between the catalyst elements and sufficient strength can be obtained even when the thickness of the catalyst element is reduced. This catalyst structure is used as an exhaust gas treating apparatus when disposed inside an exhaust gas flue. When this exhaust gas treating apparatus is employed, the pressure loss can be limited without damaging the catalyst element, and exhaust gas treating can be effected efficiently.
