A method for producing carbon quantum dots that solves the difficulty described above includes: preparing a mixture by mixing a crystalline compound containing boron, sulfur, or phosphorus, being solid at 1 atm and 25°C, and having crystallinity, and an organic compound having a reactive group; and preparing carbon quantum dots by heating the mixture at 100°C or higher and 300°C or lower substantially in the absence of a solvent.
