Systems and methods for the control of supplemental content in a data flow are provided such that supplemental content, such as advertising content, may be handled separately from other content in the data flow. One embodiment comprises a network element of a Packet-Switched (PS) network that serves mobile User Equipment (UE). The network element receives a data flow of packets for a download of content requested by the UE, identifies in the data flow supplemental content that was not requested by the UE, makes a determination concerning transmission of the supplemental content, and transmits at least a portion of the data flow based on the determination. For example, a repetition frequency limit, a temporal limitation, or a repetition frequency limit and corresponding temporal limitation can be utilized to control transmission of the supplemental content. The supplemental content also can be charged separately from other content of the data flow.

A base station receives a charging policy indicating data usage tariffs for licensed and unlicensed frequency bands. The base station selectively allocates one or more of the licensed or unlicensed frequency bands to user equipment based on the data usage tariffs. A network charging system transmits a charging policy indicating data usage tariffs for licensed and unlicensed frequency bands. The network charging system receives a message including charging parameters for data usage by one or more of the licensed or unlicensed frequency bands that are selectively allocated based on the charging policy.

Abstract:
Systems and methods are disclosed for controlling congestion in a Radio Access Network (RAN). One embodiment comprises a charging system of a network. The charging system receives a traffic report for a RAN indicating a congestion condition in an area of the RAN. The charging system then identifies a subscriber in the area of the RAN, identifies a service plan for the subscriber, and generates modified rules that deviate from predefined rules in the service plan of the subscriber in response to the congestion condition. The charging system then provides the modified rules to a network entity, such as a Policy and Charging Rules Function (PCRF), that performs policy and charging control for a service requested by the subscriber.
