Paper with increased wet strength is produced by adding to the stock a water soluble blocked urethane prepolymer having a plurality of blocked isocyanate groups and hydrophilic groups. The blocking agent is a phenol compound having an electron-attracting group at the ortho- or para-position. The blocked urethane prepolymer is capable of unblocking under such conditions that encounter in the drying part of conventional paper making machines.

The invention provides a shrink-proofing agent which is a non-chlorinated compound, and is sufficiently resinified only by heating in a drying step, and further has an excellent shrink-resistant performance and an excellent washing resistance and can retain the texture characteristic of keratin fibers. The invention uses the shrink-proofing agent containing a water-soluble heat-reactive urethane prepolymer wherein a part of isocyanate groups are reacted with an active hydrogen compound to introduce hydrophilic groups and the remaining isocyanate groups are blocked with a blocking agent which regenerates isocyanate groups by heating treatment.
