The voltage control optical signal generation means includes: voltage control electric signal generation means which generates and outputs an electric signal corresponding to the rectified phase error signal; an optical comb generation means which generates an optical comb signal having an optical spectrum line of a frequency interval corresponding to the electric signal generated by the voltage control electric signal generation means; 2-mode selection means which selects an optical signal of the optical spectrum line of two wavelengths from the optical comb signal; and 2-mode multiplexing means which multiplexes the optical signals of the selected two wavelengths so as to be outputted as a beat optical signal and feeds backs the beat optical signal to the phase detection means.
