A banknote rolling-out control method and apparatus and a storage device (200) are used for solving the technical problem of device failure caused by the case where a banknote can easily be stuck in the device after being stored on a reel for a long time. The method comprises: storing a rolling-in time of a current banknote that needs to be rolled out (102); acquiring a corresponding rolling-in time according to the banknote serial number of the current banknote (103); judging whether the rolling-in time and the rolling-out time satisfy a pre-set time condition (104); and if yes, rolling out the current banknote at a rolling-out speed lower than the pre-set speed (105).
