The method includes: obtaining location information of a user equipment; determining, according to the location information, that the user equipment is located in a cross coverage area in which at least two nodes provide service, or in a centralized coverage area in which one node provides service; when it is determined that the user equipment is located in the cross coverage area, determining, according to transmitting capabilities of the at least two nodes and a receiving capability of the user equipment, the number of ports for sending downlink signals to the user equipment; and sending CSI-RS configuration information to the user equipment, where the CSI-RS configuration information includes the number of ports. In the method for configuring a channel state information reference signal, and the base station according to embodiments of the present invention, the number of ports for sending downlink signals to the user equipment is determined according to the transmitting capabilities of the nodes and the receiving capability of the user equipment, so that user-level CSI-RS configuration can be performed, which can further improve throughput and enhance coverage and user experience.

Embodiments of the present invention relate to the communications field and provide an uplink inter-cell coordination method and a base station, to resolve a problem that an uplink rate of UE is low because joint reception, demodulation, and decoding cannot be performed due to a relatively long delay in data interaction between base stations. A specific solution is: determining, by a first base station, whether first uplink data sent by user equipment UE and forwarded by a second base station is received before a first moment; if the first base station determines that the first uplink data is not received before the first moment, performing, by the first base station, demodulation and decoding of second uplink data received from the UE, and if an incorrect demodulation and decoding result is obtained, suspending, by the first base station, an HARQ process and determining whether the first uplink data forwarded by the second base station is received between the first moment and a second moment, where the second moment is later than the first moment; and if the first base station determines that the first uplink data is received between the first moment and a second moment, performing, by the first base station, joint demodulation and decoding of the first uplink data and the second uplink data and determining a demodulation and decoding result. The method includes: receiving, by a first network device, information about second UE that is transmitted by a second network device; reconstructing uplink air interface data of the second UE according to the information about the second UE when uplink air interface data of the first UE is parsed incorrectly after first uplink air interface data is received, and obtaining the reconstructed uplink air interface data of the second UE; clearing the reconstructed uplink air interface data of the second UE from the first uplink air interface data to obtain second uplink air interface data; and parsing the second uplink air interface data according to information about the first UE, and obtaining a parsing result of the uplink air interface data of the first UE. In comparison with the prior art, times of interaction between network devices are reduced, and bandwidth and delay requirements are lowered. When there is a constraint of bandwidth and a delay of an interaction channel between network devices, uplink transmission performance of UE can be improved.
