The method for determining a scheduling user is applied to a first base station, and the first base station manages a first cell. The method includes: determining a first pre-scheduling user at a second moment from a user in the first cell at a first moment; determining a first transmit weight of the first cell at the second moment; receiving a second transmit weight at the second moment that is sent by a second base station to which a second cell belongs in a data transmission system, where the second cell includes a neighboring cell that meets a preset interaction condition and that is in a neighboring cell of the first cell; calculating a signal to interference plus noise ratio SINR of each user in the first cell at the second moment based on the first transmit weight and the second transmit weight; and selecting a target scheduling user at the second moment from the user in the first cell based on the SINR of each user at the second moment. In this application, a problem of currently low interference avoidance reliability is resolved. This application can be used for data transmission.

In comparison with the prior art, times of interaction between network devices are reduced, and bandwidth and delay requirements are lowered. When there is a constraint of bandwidth and a delay of an interaction channel between network devices, uplink transmission performance of UE can be improved.

The method includes: obtaining a reference signal received power RSRP of cells in a measurement set of a user equipment UE; determining a coordinated set of the UE according to the RSRPs; obtaining a post-processing SINR of the UE in the coordinated set and a post-processing SINR of the UE in a serving cell; determining that the post-processing SINR of the UE in the coordinated set is greater than the post-processing SINR in the serving cell; and performing coordinated multi-point transmission/reception for the UE. According to the method, the device, and the system provided by the embodiments of the present invention, a coordinated set of each user equipment is selected based on an RSRP first; and then a user equipment for which CoMP is to be performed is determined based on an SINR. This can effectively suppress an impact of an interference suppression gain on CoMP, and can reduce solution complexity.
