Embodiments of the present invention provide a wavelength division multiplexing passive optical network communications method and apparatus, and a system. The method includes: receiving, by an optical line terminal OLT, service data; obtaining, by the OLT, management data; and sending, by the OLT, a first frame to an optical network unit ONU, where a 32-bit/34-bit encoding manner is used for the first frame. The first frame includes a header field and a payload field, where the header field includes a management data field and an option field, the management data field includes at least one part of multiple fragments of the management data, and the option field includes information for indicating whether fragmentation ends. In the embodiments of the present invention, the at least one part of the management data and the service data are encapsulated in a 32-bit/34-bit encoding manner, and a management channel is established between the OLT and the ONU, so as to implement communication between the OLT and the ONU.
