Phosphor and a plasma display device are provided whose deterioration in brightness of phosphors and a degree of change in chromaticity are alleviated and whose discharge characteristics are improved and that has excellent initial characteristics. Phosphor of the present invention is an alkaline-earth metal aluminate phosphor containing an element M (where M denotes at least one type of element selected from the group consisting of Nb, Ta, W and B). In this phosphor, a concentration of M in the vicinity of a surface of the phosphor particles is higher than the average concentration of M in the phosphor particles as a whole. A plasma display device according to the present invention includes a plasma display panel (100) in which a plurality of discharge cells in one color or in a plurality of colors are arranged and phosphor layers (110B, 110R, 110G) are arranged so as to correspond to the discharge cells in colors and in which light is emitted by exciting the phosphor layers with ultraviolet rays. The phosphor layers include blue phosphor (110B), where the afore-mentioned phosphor is used as the blue phosphor (110B).

Set-up, write, sustain and erase pulses are variously applied to a plasma display panel using a staircase waveform in which the rising or falling portion is in at least two steps. These staircase waveforms can be realised by adding at least two pulses. Use of such waveforms for the set-up, write and erase pulses improves contrast, and use for the sustain pulses reduces screen flicker and improves luminous efficiency. This is of particular use in driving high definition plasma display panels to achieve high image quality and high luminance.

A plasma display panel (PDP) driving method is disclosed for a PDP in which a plurality of discharge cells are arranged between a pair of substrates (11,12), the method repeating a number of steps to perform image display. One of the steps is a set-up step for applying a set-up pulse to each of the plurality of discharge cells to accumulate charge in each discharge cell. The set-up pulse is a staircase waveform which either rises or falls in at least two steps. For a rising waveform, the voltage jump for the first-step rise is no less than V f -70V but no greater than V f , where V f is a discharge voltage.
