Methods, systems, and devices are described for managing data connectivity at a user equipment (UE). The managing may include determining that all traffic of all PDN connections of the UE is currently offloaded to a Wireless Local Area Network (WLAN) access network and then refraining from transmitting and receiving data over Wireless Wide Area Network (WWAN) PDN connections while all traffic of all PDN connections of the UE is offloaded to the WLAN access network. In response to detecting a triggering event, a PDN connection may be established with at least one of an available WWAN access network or the WLAN access network, according to a current WWAN camping status of the UE and a WLAN offload policy.

Methods, systems, and devices are described for intercepting requests from applications installed on a mobile device. The requests are system calls that establish communication channels for the mobile device. The requests are captured and held from reaching TCP/IP stack of an operating system executing on the mobile device. An intercepted request is aggregated with other intercepted requests. The aggregated requests are bundled together and released to the operating system upon the detection of a triggering event. The capture, holding, and aggregation of requests from applications occur when the mobile device is in a background mode.

The method includes communicating with a source radio access network (RAN) in accordance with a network-initiated quality of service (QoS) profile. The method also includes transferring to a target RAN. The method further includes triggering, by a user equipment (UE), a QoS setup to reestablish the QoS profile.

The UE may be further configured to prohibit further attempts to establish a data context to access the first data service based on the determination of the presence of at least one of the one or more fallback conditions.
