A method apparatus and system for efficiently transmitting and receiving channels are provided in a wireless communication system based on Orthogonal Frequency Division Multiplexing (OFDM). A multiplexing scheme differs according to a channel when a transmitter transmits a packet data channel, a common control channel and a control channel designated for a particular user. Uncoded 1-bit information is broadly dispersed in frequency and time domains using multiplexing technology for maximizing diversity gain in a channel for transmitting information of at least one bit to a particular user like an acknowledgement (ACK) channel. The transmitter converts a sequence obtained by multiplexing multiple bits to be transmitted to a plurality of users to parallel signals, and broadly disperses the parallel signals in the time and frequency domains. When the uncoded 1-bit information is transmitted, reception reliability is improved because channel coding and transmission are efficiently performed using a small amount of resources.

The present invention distributes a CDM segment, to which an ACK/NACK signal is mapped, in the frequency domain of an OFDM symbol, and repeatedly transmits the CDM segment, thereby providing diversity gain in the time-frequency domain. Further, the present invention provides a mapping rule for distributing transmit power between OFDM symbols to which the ACK/NACK signal is mapped and transmitted, thereby preventing the case where a particular OFDM symbol is power-overloaded, and thus contributing to improvement of the entire system performance.

The base station transmits information on a number of channel elements constituting control channels, to a terminal; establishes a set of control channels that the terminal can receive, within the number of channel elements using an identifier (ID) of the terminal; and transmits control information to the terminal through a selected control channel among the control channels. The terminal is restricted to monitor only a proper number of control channels established without the need to monitor all control channels, thereby reducing reception complexity and avoiding unnecessary battery consumption.

Disclosed is an apparatus for performing power control on a CQICH in a mobile communication system including the base station for transmitting a power control bit for power control on reverse channels and the mobile station for controlling transmission power of the reverse channels according to the power control bit. An erasure detector determines whether to perform an erasure process by measuring reception power of the reverse channel quality indicator channel. An erasure rate calculator accumulates the erasure-determined result for N slots and calculates an erasure rate for the N slots. A control bit generator determines a ratio control bit to be transmitted to the mobile station according to the erasure rate, to issue a command to increase or decrease a CQICH traffic-to-pilot ratio.
