The generation state of the power generator or the charging state of the storage device is detected. The voltage level of the rotation detecting voltage or the voltage level of the rotation reference voltage is shifted by a predetermined amount based on the detected generation state of the power generator or the detected charging state of the storage device so that the voltage difference between the rotation detecting voltage and the rotation reference voltage is increased during the no-rotation period.
