The control lever (20) is moveable at least between a first position, in which the engine is at a first rotation regime, and a second position, in which the engine is at a second rotation regime. A selective locking mechanism (51,521,522) is provided that prohibits the control lever (20) from being stably positioned at any (and all) intermediate positions between the first and second positions. In one embodiment, a biasing force generated by the device (10) automatically forces the control lever (20) into one of the first or second positions when the control lever (20) is located in any of the intermediate positions and an actuation force is ceased.

The purpose of the present invention is to make a limit starting position of the fuel injection amount to be set easily from the outside. A governor device 11 comprises a first lever 31 connecting a governor lever 30 to a rotary speed setting lever 29 interlockingly, a second lever 32 pivotally supported by the first lever 31, and a third lever 33 pivotally supported by the second lever 32, regulated its rotation amount by the second lever 32 and interlocked with a governor weight 22. A fuel injection compensation spring 38 is provided between the first lever 31 and the second lever 32 so as to biases them for decreasing the rotary speed for a fixed amount at the time of low speed rotation. A compensation starting rotary speed setting device 50, which is a set load changing means for the fuel injection compensation spring 38, is provided on the first lever 31 near the fuel injection compensation spring 38.

A governor mechanism for use with a fuel pumping apparatus includes a centrifugal weight mechanism (37, 38) which is coupled to an output member (40) the latter being coupled to a fuel control member so that with increasing speed the quantity of fuel supplied by the apparatus is reduced. A governor spring (43) opposes the movement of the output member but in addition a leaf spring (46) is provided to supplement the action of the governor spring. The leaf spring is formed by one end of a torsion spring (48) which is wound about a cylindrical member (50). The cylindrical member (50) and the torsion spring (48) are axially movable relative to each other to alter the effective number of turns of the torsion spring connected in series with the leaf spring.
