The arrangement (54) functions to permit the flexible force transmitting member (26) attached to it to undergo a significant amount of movement (due to the force exerted by the spring) at very slow rates but prevents the flexible force transmitting member from undergoing substantial movement at high rates attendant with high frequencies of motion.
