SOLUTION: Regarding the method where the inside of a reformer containing a gas introduction part for introducing a gaseous starting material and water vapor and an exhaust part for a reforming reaction gas is filled with an absorbing material for absorbing carbon dioxide containing a catalyst and lithium silicate, a gaseous starting material and water vapor are fed into the reformer through the gas introduction part, so as to cause water vapor reforming reaction, carbon dioxide by-produced together with hydrogen is absorbed with the absorbing material, and, after the absorbing capacity of carbon dioxide by the absorbing material is deteriorated, the carbon dioxide is released from the absorbing material, so as to regenerate the absorbing material, the temperature in the reformer is set to ≥625°C, and also, an inert gas or an inert gas containing carbon dioxide by 5 vol.% is fed into the reformer as a treatment gas through the exhaust part in such a manner that its direction is made opposite to the feed direction of the gaseous starting material and the water vapor.
