A thick part 40 is formed along the shear line 36 in the inner peripheral part of the shear line 36 and a recessed part 42 is formed along the thick part 40 in the inner peripheral part of the thick part 40 on the side of a back surface 18B of the instrument panel 18.     Abstract: PROBLEM TO BE SOLVED: To allow an occupant to easily get out a vehicle after completion of a lower limb restricting operation. SOLUTION: When an active knee bolster 20 operates and a body 22 of the active knee bolster 20 rotates toward the back of the vehicle about a shaft 44, a wire 48 connected to a bracket 40 of the active knee bolster 20 moves, and a shaft member 58 of a footrest 50 connected to the other end section 48B of the wire 48 moves toward the back of the vehicle along a slit 56 of the base 54 of the footrest 50. Thus, a footrest supporting bracket 60 rotates toward the front side of the vehicle about the shaft member 58, the body 66 of the footrest 50 falls toward the front side of the vehicle about a shaft member 70, thereby decreasing tilting angle θ1 of the body 66 with respect to the floor 52.
