PROBLEM TO BE SOLVED: To provide an electromagnetic steel sheet with a semi-organic insulating film which does not contain a chromium compound, and nonetheless is free from deterioration in corrosion resistance and water resistance, has excellent anti-powdering properties, flaw resistance, sticking properties, TIG weldability and punchability, and also has excellent appearance after stress relieving annealing. SOLUTION: In the semi-organic insulating film composed of inorganic components and an organic resin, as the inorganic components, a Zr compound, a B compound and an Si compound are respectively contained by at ratios in a dry film; the Zr compound (expressed in terms of ZrO 2 ): 20 to 70 mass%, the B compound (expressed in terms of B 2 O 3 ): 0.1 to 5 mass%, and the Si compound (expressed in terms of SiO 2 ): 10 to 50 mass%, and the balance organic resin is contained. PROBLEM TO BE SOLVED: To provide a method for manufacturing a surface-treated steel sheet having adequate corrosion resistance and blackening resistance without performing a complicated manufacturing process. SOLUTION: This manufacturing method includes: bringing a surface of an Zn-Al-base plated steel sheet which contains 3-7 mass% Al into contact with an acidic aqueous solution which has a pH of 1.5-4.0 and contains nitrate ions that include HNO 3 , KNO 3 , NaNO 3 , Ca(NO 3 ) 2 or NH 4 NO 3 as an ion source; rinsing and drying the surface; and then forming a chromate-free chemical conversion coating on the resultant surface of the plated steel sheet. SOLUTION: The surface treatment composition includes, based on (A) 100 pts.mass of the solids in a titanium-containing aqueous solution obtained by mixing at least one titanium compound selected from the group consisting of a hydrolyzable titanium compound, a low condensate of a hydrolyzable titanium compound, titanium hydroxide, and a low condensate of titanium hydroxide with hydrogen peroxide water, 10-300 pts.mass of zirconium carbonate (B), and 50-200 pts.mass of an alkyl phosphate (C). PROBLEM TO BE SOLVED: To provide an insulating film treating liquid for magnetic steel sheets capable of forming an insulating film of a magnetic steel sheet with the insulating film which is excellent in both corrosion resistance and chalking resistance, and to provide a magnetic steel sheet with the insulating film formed using the same.SOLUTION: The insulating film treating liquid for magnetic steel sheets for forming the insulating film of the magnetic steel sheet contains, in an aqueous solvent, a Zr compound, a resin, and a nitrogen-containing compound having two or more N atoms and 10 or less carbon atoms. The content of the resin is 20 to 60 pts.mass based on 100 pts.mass of the Zr compound (in terms of ZrO). The content of the nitrogen-containing compound is such an amount that the molar ratio (N/Zr) of the N atoms in the nitrogen-containing compound to the Zr atoms in the Zr compound is in the range of 0.01 to 10.
