There is provided an optical member that can retain a high antireflection effect on a substrate for a long time. PROBLEM TO BE SOLVED: To provide an electro-conductive belt the resistance values of the inner and outer peripheral faces of which are independently controlled, the resistance of the inner peripheral face of which is low whereas that of the outer peripheral face of which is high, and also to provide a fabrication method thereof, and an image forming apparatus having the electro-conductive belt. SOLUTION: The electro-conductive belt formed of a polyimide resin containing carbon black dispersed therein, includes: an innermost layer that contains none of the carbon black; a first conductive layer that is adjacent to the innermost layer on an outer side thereof, a concentration of the conductive particles being highest in the first conductive layer; and a second conductive layer that is adjacent to the first conductive layer on an outer side thereof, the second conductive layer containing the conductive particles in a concentration lower than in the first conductive layer and higher than in the innermost layer. 본 발명은 섬유혼합층을 포함하는 방수도막 구조 및 그 시공방법에 관한 것으로서, 방수대상표면에 프라이머층을 형성하는 단계; 상기 프라이머층 표면에 합성섬유 단섬유가 포함된 방수도막층을 형성하는 단계; 및 상기 방수도막층의 표면에 탑코팅층을 형성하는 단;를 포함한다. 따라서, 방수도막층 자체에 인장력이 보유되어서 방수도막층이 깨지거나 벌어지는 것을 차단할 수 있도록 함으로써, 전반적으로 방수도막층에 의한 방수기능이 장시간 지속됨은 방수도막층의 균열이나 파손에 따른 재시공 등을 미연에 방지할 수 있게 되면서 그 결과 비용절감과 작업능률 향상을 도모할 수 있게 되고, 또한, 본 발명의 일 실시예에 따른 섬유혼합층을 포함하는 방수도막 구조 및 그 시공방법에 적용되는 방수제 도포기를 통해, 기본적으로 이형 용액이 수월하게 혼합되면서 방수제가 제조되도록 하는 동시에 곧바로 방수대상면으로의 방수작업이 수행될 수 있도록 함으로써, 방수제 도포작업이 신속하고 원활하게 이루어져 전반적으로 작업능률 향상을 꾀할 수 있게 되는 등의 효과를 얻을 수 있다.
