PROBLEM TO BE SOLVED: To provide a device and method for producing cellulose-based ethanol, capable of preventing the excessive decomposition of easily decomposable components, also easily performing the control of the decomposition reaction, and further having an improved energy efficiency. SOLUTION: This method for producing the cellulose-based ethanol is provided by heating with pressurizing first slurry liquid obtained by mixing cellulose-based biomass fine powder with water, then hydrolyzing the part of the first slurry liquid in a low temperature decomposer, then reducing the pressure of the first slurry liquid with a turbine, performing the ethanol fermentation of the liquid separated by a solid-liquid separator to produce ethanol, preparing second slurry liquid by mixing the solid separated by the above solid-liquid separator with water, heating and pressurizing the second slurry liquid, then hydrolyzing the second slurry liquid by a high temperature decomposer, reducing the pressure by the turbine, and then performing the ethanol fermentation of the liquid separated by the solid-liquid separator to form the ethanol. SOLUTION: This device for feeding and discharging a cell-culture solution includes a culture solution-storage tank 46 having a substantially air tight structure and storing the gas and solution 28 as contacting with each other; a cell-culturing vessel 24 holding a gas layer opened up to atmosphere as to pressure and the layer of the culture solution containing the cells 26, a feeding piping 44 for feeding the culture solution 28 to the cell-culture vessel 24 from the culture solution-storage tank 46; a discharge piping 48 for discharging the gas or culture solution 28 inside the cell-culture vessel 24 toward the culture solution storage tank 46 from the cell-culture vessel 24; and a tube pump 50 provided in the middle of the passage of the discharge piping 48 from the cell-culture vessel 24 to the culture solution storage tank 46 and producing pressure for making the gas or culture solution 28 existing inside the discharge piping 48 flow into the culture solution storage tank 46.
