PROBLEM TO BE SOLVED: To suppress a temperature drop of fiber bundles in a path from a cooler to a hot-drawing machine and make a temperature of the fiber bundles higher just before the hot-drawing machine compare to that of the prior art, to shorten a contact time and a contact length of the fiber bundles to a heating roller necessary to heat the fiber bundles to a prescribed temperature (glass transition temperature) or higher.SOLUTION: The spinning and winding device includes: a spinning machine 20 for spinning a plurality of fiber bundles F from a fused material; a cooler 30 for air cooling the fiber bundles F spun by the spinning machine 20; a hot-drawing machine 70 for heating and drawing the fiber bundles F on the downstream side of the cooler 30 in a traveling direction of the fiber bundles F; and a winding machine 80 for winding the fiber bundles F on the downstream side of the hot-drawing machine 70 in a traveling direction of the fiber bundles F. A heat insulation device 60 is provided which forms travel spaces 66, 67 through which the fiber bundles F pass from the cooler 30 to just before the hot-drawing machine 70, and guides air used for cooling the fiber bundles F by the cooler 30 to the travel spaces 66, 67.

PROBLEM TO BE SOLVED: To perfectly retain the initial deformation (crimping) of textile fibers or filaments by maintaining the crimping of textile fibers or filaments during subsequent setting treatment. SOLUTION: The invention relates to a device that is arranged in the line including a crimping machine for treating the filament by crimping and setting. The device is connected to an outlet of the crimping machine consisting of two perforated conveyor belts and the plug of textile fiber or filament coming from the crimping machine are fed between these conveyor belts. Then, the conveyor belts pass through a setting furnace and come to the discharging area. The device is equipped with a means for retaining the continuity of the pressure on the plug of textile fiber or filament at the outlet of the crimping machine and during entire setting operation, whereby this means cooperates with the perforated conveyor belts.
