A meshing surface 40a of the ratchet 28 is formed narrower than first and second meshing surfaces of the latch. A support member 56 is arranged at the lateral side of the ratchet 28 with a space 60, and a support surface 56a of the support member 56 is installed at a position lower than the meshing surface 40a. The periphery of the support member 56 including the support surface 56a is covered with a resin cover 38, and the space 60 is filled with a resin material of the resin cover 38. The outer surface 38a of the resin cover 38 covering the support surface 56a is installed at a position higher than the meshing surface 40a, whereby the outer surface 38a is formed as a buffer part capable of abutting on the first and second meshing surfaces of the latch.
