    Abstract: This application provides a carrier configuration method and a communication apparatus. The method may include: a terminal device accesses a first cell by using a control channel resource of a first carrier. The terminal device receives first carrier configuration information in the first cell. The first carrier configuration information is used to change a carrier of the terminal device from the first carrier to a second carrier in the first cell. The first carrier and the second carrier share the control channel resource, and include different spectrum resources. According to this application, spectrum resource utilization of the first cell can be improved.

    Abstract: An uplink determining method and an apparatus. An access network device may determine, based on signal quality of a downlink frequency band corresponding to a supplementary uplink (SUL) or signal quality of a frequency band of an SUL, the signal quality of the frequency band of the SUL, to accurately evaluate coverage performance of the SUL; and after determining the signal quality of the frequency band of the SUL, may determine whether to perform transmission on the supplementary uplink, to avoid a case in which the access network device blindly indicates a terminal to perform transmission on the supplementary uplink when signal quality of the supplementary uplink is not measured, leading to transmission of the terminal on the supplementary uplink with poor coverage and even a failure, thereby improving reliability and a transmission rate of uplink transmission and improving user experience.

    Abstract: A first access network device receives an addition request message from a second access network device. The first access network device determines a third uplink carrier used by a terminal to send a preamble to the first access network device, and sends an addition request acknowledgement message to the second access network device. The addition request acknowledgement message includes carrier indication information. The carrier indication information indicates the third uplink carrier. The third uplink carrier is at least one of the first uplink carrier or a second uplink carrier.
