    Abstract: A method and apparatus for adaptive de-blocking filter are disclosed. One or more parameters associated with a de-blocking filter are determined. De-blocking filter using the derived parameters are then applied to reconstructed blocks. Each set of parameters is used for each picture, slice, coding tree unit (CTU) or CU (coding unit). The parameters can be signalled in VPS (video parameter set), SPS (sequence parameter set), PPS (picture parameter set), slice header, CTU (coding tree unit) or CU (coding unit) of the video bitstream. The parameters correspond to one or more values used as thresholds, clipping boundaries, or both the thresholds and clipping boundaries for the de-blocking filter. In one embodiment, the parameters for the current picture are determined using a training process using a current coded picture a previous coded picture as training data.

    Abstract: A planar concentrator solar power module has a planar base, an aligned array of linear photovoltaic cell circuits on the base and an array of linear Fresnel lenses or linear mirrors for directing focused solar radiation on the aligned array of linear photovoltaic cell circuits. The cell circuits are mounted on a back panel which may be a metal back plate. The module includes a voltage stand-off layer and heat spreader layer. The cell circuit array may include multiple sets of cells formed by dividing planar silicon cells. The cell circuit area is less than a total area of the module. Each linear lens or linear mirror has a length greater than a length of the adjacent cell circuit. The circuit backplate is encapsulated by lamination for weather protection. The planar module is generally rectangular with alternating rows of linear cell circuits and linear lenses or linear mirrors.

    Abstract: A method and apparatus of Inter/Intra prediction for a chroma component performed by a video encoder or video decoder are disclosed. According to this method, a current chroma prediction block (e.g. a prediction unit, PU) is divided into multiple chroma prediction sub-blocks (e.g. sub-PUs). A corresponding luma prediction block is identified for each chroma prediction sub-block. A chroma prediction mode for each chroma prediction sub-block is determined from a luma prediction mode associated with the corresponding luma prediction block. A local chroma predictor for the current chroma prediction block is generated by applying a prediction process to the multiple chroma prediction sub-blocks using respective chroma prediction modes. In other words, the prediction process is applied at the chroma prediction sub-block level. After the local chroma predictor is derived, a coding block associated with the current chroma prediction block is encoded or decoded using information comprising the local chroma predictor.

    Abstract: A method and apparatus for deriving a sub-block motion vector for the current sub-block based on a motion-model function depending on the current sub-block location are disclosed. The derived sub-block motion vector is then used for encoding or decoding the sub-block. The motion-model function may correspond to an affine motion-model function or a bilinear motion-model function. In one embodiment, a new Merge mode can be used to apply prediction of a current block by applying prediction on the sub-block basis using the sub-block motion vector derived from the motion-model function. In another embodiment, an additional inter prediction mode can be used to apply prediction of a current block by applying prediction on the sub-block basis using the sub-block motion vector derived from the motion-model function.
