    Abstract: In order to strategically utilize a network even when a band usable for the network varies, a packet control system (1) includes: an acquisition unit (11) that acquires a packet associated with a sending timing; an enqueue unit (12) that enqueues the packet into any of a plurality of queues in accordance with the sending timing associated with the packet; and a sending unit (17) that dequeues a packet from each of the plurality of queues in accordance with a dequeue timing specified for the queue and that sends the packet to a network. The number of packets to be sent to the network by the sending unit (17) is restricted in accordance with a band usable for the network, and the sending unit (17) sends, after the sending timing associated with the packet, a packet that is not sent at the sending timing.

The first estimation section estimates a first resolution of a distributed moving image, based on traffic of the distributed moving image. The calculation section calculates a first bit rate for distributing the distributed moving image at a second resolution, based on the first resolution. The communication apparatus may further include a control section that performs traffic control of the distributed moving image, based on the first bit rate.     Abstract: The present invention addresses the problem of providing a receiver or the like capable of reducing variation that occurs when estimating available bandwidth for a network in which delay times fluctuate significantly. To solve the problem, a target packet group comprising target packets used to calculate estimates of available bandwidth, is specified from among a delayed packet group comprising delayed packets among those received, delayed when passing through a network. The target packet group is specified using a delay time based on calculations and a delay time obtained through measurement. Furthermore, a target time is calculated as an estimate of the time required for the target packet group to pass through the network, and a target data volume is calculated as an estimate of the total volume of data received from each target packet constituting the target packet group.
