Abstract: A dual cross-media relevance model (DCMRM) is used for automatic image annotation. In contrast to the traditional relevance models which calculate the joint probability of words and images over a training image database, the DCMRM model estimates the joint probability by calculating the expectation over words in a predefined lexicon. The DCMRM model may be advantageous because a predefined lexicon potentially has better behavior than a training image database. The DCMRM model also takes advantage of content-based techniques and image search techniques to define the word-to-image and word-to-word relations involved in image annotation. Both relations can be estimated by using image search techniques on the web data as well as available training data.

Abstract: The present invention discloses a method and system for transmitting an ETWS primary notification message. After paging a terminal through a paging message containing ETWS message indication information, a base station schedules the ETWS primary notification message as user data in a sub-frame subsequent to a sub-frame with the paging message and generates control information containing an ETWS ID and resource information on a DL-SCH assigned for the primary notification message of the ETWS; the base station sends the control information over a PDCCH and sends the primary notification message of the ETWS over the DL-SCH based on the control information; and after receiving the paging message, the terminal detects and analyzes the control information containing the ETWS ID by monitoring the PDCCH to obtain the resource information thereof, and receives the ETWS primary notification message on corresponding resources of the DL-SCH based on the resource information.

Abstract: A starter of the grid-connected inverter and a control method thereof are disclosed. The starter comprises a controller, and a first switch and a first resistor connected in parallel. The controller includes an input end, and first and second output ends. The input end inspects the DC voltage signal from the inverter. When the DC voltage exceeds a predetermined voltage threshold, the first output end sends a first control signal to turn on the first switch, and the second output end sends a second control signal to make the grid-connected inverter enter into a chopping mode.
