Abstract: A device and a method for implementing a data service in order to avoid generating an unnecessary data usage fee for user equipment (UE) and further avoid data usage waste after a data service switch of the UE is turned off. The method includes determining, by a first network-side device, a status of a data service switch of UE, and sending, by the first network-side device, a first notification message to a second network-side device when the data service switch of the UE is turned off, where the UE is already registered with a network, the first notification message includes first instruction information and an identity of the UE, and the first instruction information instructs the second network-side device to skip charging for data packets of the UE flowing through the second network-side device.

Abstract: Embodiments of this application provide a CSFB method and apparatus. The method includes: learning, by a source access network device, that CSFB needs to be performed on a terminal, where performing the CSFB on the terminal includes moving the terminal from a first standard network to a second standard network; determining, by the source access network device before completing moving of the terminal from the first standard network to the second standard network, that a serving cell handover needs to be performed on the terminal in the first standard network; and performing, by the source access network device, the serving cell handover on the terminal, where the source access network device sends CSFB information to a target access network device in a process of the serving cell handover.

Abstract: The present application discloses an emergency center selection method, device, and system. The method includes: receiving, by an MME, a request message initiated by UE located in an LTE network for CSFB of an emergency call, and sending, to an eNB, a first notification message that carries an emergency call indication; and sending, to an MSC, a first handover request message that carries information about a cell of a 3G network or information about a cell that is of the LTE network and on which the UE currently camps, so that after the MSC receives the first handover request message, the MSC may select an emergency center according to the information about the cell of the 3G network or the information about the cell of the LTE network in the first handover request message, and further quickly set up a call connection between the UE and the emergency center.

Abstract: Embodiments of the present invention provide a method for controlling UE to access a communications network of a high-speed moving vehicle, a core network control plane node device, a base station, UE, and a communications system. The method includes: determining that UE accessing the communications network is first-type UE, allocating a temporary identifier that includes a first sequence to the UE, and sending the temporary identifier to the UE, where when the UE accesses a public network, the first sequence is used to instruct the base station to transfer the UE to the communications network. In the embodiments of the present invention, user experience of the UE is improved.
